  • The 9th Beijing Xiangshan Forum

    Date:October 21-22, 2019

    Theme:Maintaining International Order and Promoting Peace in the Asia-Pacific

    The 9th Beijing Xiangshan Forum will be held from October 21 to 22, 2019 in Beijing. The theme is “Maintaining International Order and Promoting Peace in the Asia-Pacific”, and dialogue and exchanges will focus on the topics of “Major Country Relations and International Order”, “Security Risk Management in the Asia-Pacific”, “Interests of Small and Medium-Sized Countries and Common Security” and “International Arms Control Regime and Global Security”. Invitation is extended to the defense and military leaders, heads of international organizations and think tanks and renowned experts and scholars of more than 100 countries from the Asia-Pacific, Europe, Africa and Latin America.

  • The 8th Beijing Xiangshan Forum

    The 8th Beijing Xiangshan Forum was held at Beijing International Convention Center from 24 to 26 October, 2018. The China Association for Military Science (CAMS) and China Institute for International Strategic Studies (CIISS) will co-host this year’s Forum, of which the theme is “Building a New Type of Security Partnership of Equality, Mutual Trust and Win-Win Cooperation”.Topics of discussion include “New Ideas for and New Approaches to International Security Governance”, “Terrorism Threats and Countermeasures”, “Reality and Vision of Maritime Security Cooperation”, and “Challenges to and Cooperation of U.N. Peacekeeping”.     The 7th Xiangshan Forum was held  at Xiangshan Yihe Hotel from October 10~12, 2016 in Beijing. The theme for this year is “Build a New Type of International Relations through Security Dialogue and Cooperation” and the four topics for discussion at the plenary sessions are “Role of Militaries in Global Governance”, “Responding to New Security Challenges in the Asia-Pacific through Cooperation”, “Maritime Security Cooperation” and “International Terrorist Threats and Countermeasures”. The subjects for discussion at the four concurrent panels include “Major Power Relations and Global Strategic Structure”, “Globalization vs. Deglobalization: Implications for International Security”, “Latest Developments in Terrorism and Creative Approaches to Cooperation”, “Maritime Crisis Management and Regional Stability”.

  • The 6th Xiangshan Forum

    The 6th Xiangshan Forum was held  at China National Convention Center in Beijing from the 16-18 of October, 2015. The theme for this year is “Security Cooperation in the Asia-Pacific: Realities and Visions” and the four topics for discussion at the plenary sessions are “Asia-Pacific Security Trends: Opportunities and Challenges”, “Asia-Pacific Security Concepts: Innovation and Practice”, “Asia-Pacific Maritime Security—Risks and Management” and “Regional Terrorism—Roots and Solutions”. The subjects for discussion at the seven concurrent panels include “Asia-Pacific Security and Responsibilities of the Major Countries”, “ASEAN Community Building”, “Regional Counter-Terrorism Cooperation”, “Security of Sea Lines of Communication”, “Code of Conduct in Cyberspace”, “Cooperation in Humanitarian Assistance and Disaster Relief Operations” and “Asia-Pacific Security Cooperation: Roles of Think Tanks”.

  • The 5th Xiangshan Forum

    (CAMS) successfully hosted the Fifth Xiangshan Forum in Beijing from the 20th to 22nd of November, 2014. With “Win-win through Cooperation: Building an Asian Community of Shared Destiny” as its theme, the forum focused its discussion on “Regional Security Architecture: Current Status and Prospects”, “Regional Maritime Security: Cooperation and Challenges”, “Regional Terrorism: Trends and Counter-Measures”.
    The Fifth Xiangshan Forum is a multilateral international dialogue platform discussing Asian security and defense security issues. The forum has been promoted from a Track-2 to Track-1.5 platform. Over 300 participants from more than 61 countries and 4 international organizations took part in all the forum activities, including delegations from defense organizations and armed forces of 47 countries. 14 officials were at the level of defense minister, and 19 at the level of deputy defense minister.
    In the spirit of “Openness, Inclusiveness, Mutual Learning and Cooperation”, the Forum convened 5 plenary sessions and 3 concurrent sessions according to the set theme and topics. 13 officials at or above deputy ministerial level and 6 experts delivered speeches at the plenary sessions and 51 participants during the concurrent sessions. General Chang Wanquan, State Councilor and Minister of National Defense, made a keynote speech during the First Plenary Session. Air General Liu Chengjun, Chairman of CAMS, addressed the Opening Reception. Kevin Rudd, former Prime Minister of Australia and Liu Zhenmin, Vice Foreign Minister of the People’s Republic of China delivered speeches separately at the opening reception and the dinner hosted by Ministry of National Defense of China upon invitation.

  • The 4th Xiangshan Forum

    The 4th Xiangshan Forum was held in Beijing from November 16 to 18, 2012. The theme of the forum was “Asia-Pacific Security: New Issues and New Ideas”. 34 delegates from 21 foreign countries and 21 delegates from various Chinese research institutions attended the forum. Qi Jianguo, Deputy Chief of General Staff of the PLA, Liu Chengjun, President of the AMS, and Wu Jianmin, former Ambassador to France delivered their speeches at the forum, centering on issues like China’s New Security Concept (NSC), China’s position on strategic mutual trust, and China’s basic standpoints of its foreign policy.

  • The 3rd Xiangshan Forum

    The 3rd Xiangshan Forum was held in Beijing from October 22 to 24, 2010, under the theme of “Evolution of International Strategic Configuration and Asia-Pacific Security”. The forum was attended by 27 delegates from 18 foreign countries including America, Russia, Great Britain, France, Germany, Sweden, Switzerland, Australia, Japan, South Korea, India, Pakistan, Thailand, Mongolia and Bangladesh, together with the same number of Chinese scholars. Ma Xiaotian, Deputy Chief of General Staff of the PLA, Liu Chengjun, President of the AMS, and Ms. Fu Ying, Deputy Minister of the Ministry of Foreign Affairs, PRC, spoke at the event on such issues as China’s military in peaceful development, grasping the general trend in world peace and development and joining hands to preserve Asia-Pacific security, and the rise of emerging countries and China’s foreign policy.

  • The 2nd Xiangshan Forum

    The 2nd Xiangshan Forum was held in Beijing from October 24-26, 2008, under the theme of “International Security Cooperation and Asia-Pacific Security”. The forum was attended by 23 delegates from 12 foreign countries like America, Russia, Great Britain, France, Sweden, Norway, Japan, South Korea, India, the Philippines, Thailand and Singapore. These delegates came on behalf of 19 well-known research institutions from around the world. 18 delegates from within China and the PLA as well as 23 scholars from the AMS participated in all the activities on the agenda. Ma Xiaotian, Deputy Chief of General Staff of the PLA, Liu Chengjun, President of the AMS, An Min, Vice President of the Association for Relations across the Taiwan Strait, spoke at the forum, addressing the issues of international security and military cooperation, deepening practical cooperation in non-traditional security and cooperation across the Taiwan Strait.

  • The 1st Xiangshan Forum

    The 1st Xiangshan Form was held in Beijing from October 23 to 24, 2006, the theme of which was “Peaceful Development and Security in the Asia-Pacific Region”. The 1st Forum witnessed the participation of 24 delegates from 14 foreign countries including America, Russia, Great Britain, France, Sweden, Norway, Romania, Japan, South Korea, India, Pakistan, Singapore, the Philippines and Uzbekistan, who represented 21 famous foreign think tanks like the Rand Corporation, America, the Royal United Services Institute for Defence and Security Studies (RUSI), Great Britain, the Stockholm International Peace Research Institute (SIPRI), Sweden, and the Institute of Military History of the Defense Ministry of the Russian Federation. 20 scholars from 18 research institutions from within China and the PLA also participated in the event. In addition, over 50 scholars of the Academy of Military Science (AMS) participated in all the academic activities of the forum. Zhang Qinsheng, Assistant to the Chief of General Staff of the PLA, Zheng Shenxia, President of the AMS, Liu Yuan, Political Commissar of the AMS, Sun Yafu, Deputy Director of the Taiwan Affairs Office of the State Council, PRC, and He Yafei, Assistant Foreign Minister, PRC, delivered their speeches at the forum, centering on such issues as China’s military diplomacy, China’s peaceful development and Asia-Pacific security, missions and challenges for defense think tanks in a new era, basic standpoints of the Chinese government on solving the Taiwan issue peacefully.
